Purpose of the Guide

This Policy and Funding Guide Version 2.0 (Guide) sets out the policy and funding arrangements for the 3- and 4-year-old Flying Start preschool program. It details:

  • Provider and Service requirements for Flying Start Partner Providers
  • Funded Programs and associated requirements; and
  • additional supports available.

This document forms Attachment 3 of the Flying Start Funding Agreement (Funding Agreement).

Changes to the Guide

This Guide will be updated periodically. Where changes are proposed, Partner Providers will be notified and, if changes are material, consultation will occur with sector representatives before updated versions are finalised.

All updates will be published on the Office for Early Childhood Development’s (OECD) website.

Terminology

Terminology throughout the Guide:

  • ‘Partner Provider’ and ‘Provider’ is the Recipient of the funding as set out in the Funding Agreement
  • ‘Partner Service(s)’ and ‘Service(s)’ means the approved service(s) at which Funded Programs are delivered
  • ‘3-year-old preschool’ refers to children who are in a preschool program in their two years before full-time schooling (2YBFS) i.e., two years before starting Reception
  • ‘4-year-old preschool’ refers to children who are in a preschool program in their year before full-time schooling (YBFS) i.e., one year before starting Reception.
