Integrated Hubs Staffing

Integrated Hubs Staffing is funding provided to eligible Partner Services to deliver the Integrated Hub model. This funding is for additional staffing roles including:

  • administrative support to assist with any additional workload for delivering the Preschool Plus program and coordinating integration activities
  • an Integration role to support service integration within the hub and with local services
  • an Allied Health or similar allocation to provide support to families and children and to build the capacity of educators.

Alternative roles may be agreed with the OECD, if a Service already has sufficient capacity and capability across one or more of these functions to deliver the Integrated Hub, and requires different expertise.

Integrated Hubs Staffing funding must support delivery of the functions as defined in the Integrated hubs staff functions fact sheet.

Allowable expenditure

Integrated Hub Staffing funding can be used only for the salary and oncosts (that is, payroll tax, annual leave loading etc.) of the staff performing functions described above, unless otherwise agreed by the OECD. Integrated Hub Providers may recruit at their discretion to fulfill these roles within the allocated budget, for example multiple part-time people rather than a single full-time person, and may use their Staffing funding to ‘top up’ access to existing part time allied health professionals at the service.

Funding restrictions

Integrated Hub Staffing funding cannot be used for:

  • costs associated with the recruitment of the additional staffing positions
  • other staff located within the Service
  • allowable expenditure of other Funded Program Streams supported by the OECD, if the budget for that stream has been expended or exceeded.

Discretionary use of funding

There is no discretionary use of funding for this stream. All funding must be spent in accordance with the above. Any variations from the agreed resource allocation must be agreed and approved by the OECD in writing. Where not agreed, any unspent Integrated Hub Staffing funding will be offset against any future payment. Where no next payment exists, the provider must repay the unexpended amount within 30 days of written notification by the OECD to repay.

Program reporting

For both the Integrated Hubs Establishment and Staffing Funded Program Streams, the Partner Provider and Service may be required to participate in additional data capture, project reporting and evaluation activities as agreed with the OECD.

Funding provided for Integrated Hubs Staffing will need to be accounted for in the service-level annual financial acquittal.
