EC Connect
EC Connect (short for Early Childhood Connect) is a secure online platform developed by the Office for Early Childhood Development (OECD). It provides a single place for Flying Start providers and services to securely submit data to the OECD.
Selected Flying Start partners are taking part in our pilot project in Term 4, 2026. Broader implementation for all partner services will take place for Term 1, 2027.
Users will be required to review and accept the EC Connect Terms and Conditions before they are granted access to the platform.

EC Connect is being introduced to make it easier, more secure and more consistent for partner services to submit information to the OECD and meet their partnership obligations under the Flying Start Policy and Funding Guide.
EC Connect will be used by authorised staff from Flying Start providers and partner services that receive funding under a Flying Start partnership agreement.
Different users will have different levels of access depending on their role and responsibilities.
Pilot users can access the Partner Portal for additional supporting materials.
In its initial release, EC Connect will collect information required to support funding administration and preschool program delivery.
EC Connect will support the quarterly data submission process, including enrolment and participation data required to administer Flying Start preschool funding and programs.
Only information needed to administer and support OECD programs will be collected.
