26 August 2026 - Getting ready to launch

This e-bulletin is for our new partners preparing to deliver 3-year-old preschool in Term 3 2026 and Term 1 2027.

  • Read the Policy and Funding Guide released for 2027 delivery.
  • Work with your Local Team to hold educator sessions to prepare staff to deliver Flying Start preschool, including how to access available resources.
  • Begin to host family information sessions in partnership with your Local Team.
  • Start applying the Priority of Access policy for 3-year-old preschool enrolments and offers.
  • Continue developing your Flying Start Partnership Plan with support from your OECD Local Team through monthly readiness support visits and check-ins. Plans may be submitted for approval as soon as they are completed.
  • Attend the Flying Start webinars.

Additional resources developed by the Child and Family Health Service (CaFHS) are now available for services to support educators, services, and families to better understand the importance of child health and development checks, with a particular focus on the 3-year-old check.

Child health and development checks are offered at key stages from birth to 5 years and help support children grow, learn and thrive. They also provide an opportunity for families to access advice and support when needed.

We encourage you to watch the CaFHS webinar, Healthy Start: The 3-Year-Old Child Health and Development Check, and accompanying Q&A.

These resources provide practical information about the checks, the role services can play in supporting families, and how to encourage participation.

You can also access the CaFHS fact sheet to:

  • learn more about child health and development checks
  • build confidence in discussing checks with families
  • support awareness and encourage families to book their child’s 3-year-old or 4-year-old checks.

For families

The Being 3 graphic can be shared through Storypark, newsletters and other family communication channels to promote awareness of child health and development checks and encourage families to access available support.

National child safety training is mandatory for everyone working or volunteering in early childhood services regulated under the NQF.

Existing staff and volunteers must complete the foundation training by 27 August 2026.

New staff or volunteers must complete the training within 14 days of being employed, engaged or appointed at the service - or before they start working directly with children (whichever comes first).
